London Stadium, the centrepiece of the 2012 Olympic Games, required a significant security upgrade to ensure its future as a world-class venue. Ocular delivered a comprehensive VMS replacement ahead of schedule and now supports broader integrated security systems across Queen Elizabeth Olympic Park.
Executive Summary
Initially built for the 2012 Olympic Games, London Stadium needed to modernise its legacy security infrastructure to support its evolution into a world-class venue. The London Legacy Development Corporation (LLDC) engaged Ocular to replace its ageing Video Management System (VMS) under a strict three-month deadline.
Despite the challenging timeframe, Ocular delivered a fully integrated Synectics Synergy solution ahead of schedule, enhancing safety and setting the foundation for long-term collaboration across Queen Elizabeth Olympic Park (QEOP).
About the Client
The London Legacy Development Corporation (LLDC) is responsible for the long-term planning, development, and management of the Queen Elizabeth Olympic Park (QEOP). London Stadium, located within the Park, is a significant venue for sport, music, and cultural events, hosting Premier League football, international concerts, and community activities.
The Challenge
LLDC required a complete replacement of the existing VMS supporting the stadium’s CCTV infrastructure. The installation had to be completed between football seasons, with all systems fully operational by the start of the Premier League. This left a tight three-month window to design, install, test,
and commission a new security management solution.
LLDC needed a delivery partner that could provide technical capability, scalable resources, and agile project management to ensure success.
The Solution
Ocular delivered the complete solution within the specified timeframe and deployed a flexible and responsive project team to meet evolving requirements. LLDC approved the implementation two weeks ahead of schedule, allowing the new system to support the first match of the season without issue.
The successful delivery was underpinned by:
- Clear and continuous communication with LLDC
- Defined progress checkpoints and active monitoring
- Rapid response to unforeseen issues
- Dedicated onsite management throughout the project
- Strong coordination with subcontractors and technology partners
- High-level engagement with supply chain
- stakeholders
A Synectics Synergy security and surveillance solution was installed to provide a modern, integrated platform capable of advanced analytics and future expansion. The successful completion led to Ocular being selected for additional projects across the wider QEOP.
“We upgraded to the Synergy platform in about 2018. And while this decision was, in part, simply a case of equipment modernisation, a major factor for us was the depth and scope of integration this platform makes possible. Especially in terms of analytics.”Tony Tolley, Head of Security and Safety, QEOP
The Results
Ocular's performance on the initial VMS project led to a long-term partnership with LLDC, expanding to encompass full integration of key security systems across the London Stadium, including:
- VMS: Synectics Synergy
- Access Control: CEM Systems
- Hostile Vehicle Mitigation: Interkey
- Barriers and Bollards
- Intruder Alarms: Honeywell Galaxy
- CCTV: Honeywell and Axis
- Video Display Wall: Barco
- Intercoms: Castel
- PAVA System: Axis
- Video Analytics: Ipsotek and Briefcam
- Body-Worn Cameras: Edesix
These enhancements have significantly increased operational efficiency, situational awareness, and responsiveness across the site.
“Working on the London Stadium project exemplified teamwork and determination. Despite a tight timeline, our collaboration with the LLDC allowed us to deliver ahead of schedule, strengthening our partnership across Queen Elizabeth Olympic Park.”Gavin Upton, Strategic Account Manager, Ocular
